My wife and I don't ski. So not much help in regards to resort areas. I'd look for areas with good state parks and/or national park. Many of those have sledding hills that are either free or just cost park admission (very minimal). Actual tubing facilities typically charge $25-45 per person per hour (or 2).
We've had a lot of fun sledding at Mueller State Park and Rocky Mountain National Park. If you go to RMNP, look at staying at the YMCA. They also have ice skating on the frozen ponds. If you are near Divide and Mueller State Park, check out the wolf sanctuary. We've been a few times to the feeding tour at dusk. My kids loved it
