Sketchy at best. Not a lot of towers down there. Might have to try playa. Or find WiFi and try calling on that

I was connected the entire time through the hotel's wifi. Even covered at my beach chair.
ETA: it's a tourist destination, so restaurants, pubs etc. will all have wifi passwords for paying customers. I never found it to be an issue.

Verizon and AT&T both have Mexican plans. What you do or don’t have to pay for depends on your current service plan with them.

Right. Tulum is still pretty remote. I'm pretty sure any cell service isnt going to be great

Is there a Mexican carrier that is better or is at&t just riding on their towers?

WIFI at my hotel is good. If you have AT&T the moment you land you will get a text about international day pass which is $10 per day. The coverage is still spotty and I don't know if I am getting all my calls. Sometimes calls come in from a Mexican area code which are calls that are getting re-routed to me. The only problem is I can't get retrieve my voicemails. The call always fails. Texting works well.To answer your question it is AT&T Mexico but I don't know about their towers.
