Where to buy laptop

As title states, looking for an inexpensive, even refurbished, laptop for the following: using HPTuners to data log & tune my car, editing photos (Lightroom & Photoshop), and general internet browsing. Must run Windows 10, would like 16 GB RAM (or at least expandable to) or more. Any suggestions? Also would like mid size, 15” or so.

I just bought a new tablet and Newegg had the best price on it. We have a discounted program with Lenovo through work and I still was able to beat the price at Newegg.
