When will be able to block "unknown caller(s)" and "No Caller ID" calls outright?

Seriously. No matter how many times I put myself and my wife on the federal do not call list, I still get at least once a day a solicitor (usually political, fricking DNC) calling my phone and doing so as "unknown caller" and "No Caller ID" so I'm unable to block their number. I'm aware I can make it to where when they call that it doesn't ring, but it'll also do the same for legit numbers I don't have saved. And not only do I want it not to ring, I just want the calls outright blocked. AT&T should really provide a way to do this at this point.

Never. Politicians exempted themselves from the list so they can get that money.
And they will never make it 100% blocked calls.
If you are old enough to remember what it was like before the list,it is night and day.
Other than donation calls, I rarely get a sales call. I used to get multiple calls every single day from sales folks.

I just don't pick up if it isn't in my contacts list. If it's a legit call they'll leave a voicemail.

Easy solution there. Tell them not to call you again, and if they do, you'll donate to the Republicans every time they bother you.
You don't HAVE to donate to the GOP - just convince the DNC you will if they don't leave you alone.
