Website marketing and optimization help/recommendation

Thought I'd ask here.
I have a family member looking to get someone to optimize his website for his business.
He had someone set it up for him a year or two ago and is not happy with the website.
Do you guys have any recommendations?
I am not tech savvy at all and I don't know the first place to even look.
He put some feelers out a week ago anf someone contacted him online from India and he is think about having them do it. But is not comfortable with that.
I thought I would post something here and see where it goes.

Well. I can send you some names of web developers. Typically web developers or marketing firms do this. Would you like me to send you some names ?

I spend a ton of money on SEO/PPC. You have to find the right SEO firm. Most are bullshitters that will rip you off.
