VPN foreign Netflix question

If I use my vpn to watch Netflix UK, will ATT charge me international data rates?

You get charged "international data rates" when you are physically in another country using foreign cell phone towers, usually belonging to another company that AT&T has made a deal with for it's customers to use.
When you connect to a VPN, from AT&T's perspective all you're doing is connecting to a website. They don't see what freaky business goes down between you and the VPN, that's the point of a VPN.
