Slowing down an mp4 file

This is probably a silly question, but is there a way to slow down an mp4 file?
A co-worker recorded a 3 hour Zoom meeting, and when the file downloaded the file compressed down to about a 25 minute runtime. The entire meeting is there, but everything is super sped-up, both audio and video. It honestly reminds me of the fast forward scene in Spaceballs.
I have opened the file in Windows Media Player but the playback speed control doesn't let me slow it down.
Is there anything I can do to slow it down and at least save an audible, normal speed audio file?

Export the audio. Put it into audacity and change the speed. Save as an audio file.
