Yeah you either need to get closer to the plates or shrink the FOV/scene with optical zoom.
Also "true" LPR cameras are built specifically for that purpose. They have to work on high speed vehicles in all sorts of lighting and weather, so they have features like dynamic shutter speeds, specialized IR and visible flashes, highly tuned sensors and processing to dim headlights and brighten plates. And even with all that they still need to be mounted at the right distance and angle to give good results.
Anyway, not sure what your goal is or if it's legal to capture plates of passing vehicles, but best of luck!
