Question regarding capture cards

So while streaming games to Twitch, I'm experiencing alot of lag and pauses in the feed. I'm not great whem it come to PC tech but a friend recommended a capture card. Said it would greatly help with the stream quality and is the way to go while streaming PS4 games. Any input on if you guys think it would help?
