Question about computers hanging briefly

Here is a real head scratcher. My wife phone froze up temporarily yesterday so she grabbed her planner (an old Treo) that is not connected via wifi and hasn't been for years. She wanted to write something down to remember. Her treo was also froze up at that time and both unfroze at the same time.
Outside of ghost, what can make this happen?
Addition probably unneeded stuff.
My wife's computer has been losing internet for a minute here and there for years.
Recently (Jan) the old xbox started doing it.
Mine has begun to do the same thing a couple of months ago.
We bought a new router to fix the issue in the middle of all of that and it has not helped.
Devices never lose connection all at the same time. And usually don't show a loss of connection on the little icon. Windows 7. All on lan line.
My cheap as tablet never seems to lose internet over wifi.
