Older iPad not connecting to WiFi

In-laws just gave one of my kids a hand-me-down iPad, which is not connecting to WiFi or any hotspotz.
All it says is 'Unable to join network'
It's currently not signed into any apple account, could this be the issue, or should it still connect anyway?
I have already reset network settings but to no avail

Since it’s a hand down. First try resetting to factory defaults.
