Laptop Fan Issue

The fan in my 5 year-old Toshiba is starting to make a strange noise.
1. Is replacing it a big deal ?
2. Who would be recommended to do it in Baton Rouge ?

First I'd try cleaning/vacuuming the fan. I know nothing about Toshiba cases or how hard they are to open, but if you can get the bottom cover off, that will make cleaning easier. Check YouTube, searching for your particular model.
Fans usually are fairly straight forward to change out, couple of screws and one power plug to the motherboard. Power off and remove the battery before cracking the case.
Never used either for repairs, but you could try Computer Haven or Best Buy (Geek squad)
