Is there software I can buy that

…has all the counties of the US and I can color in those counties as I choose, similar to the 506 sports maps?

Maybe download a .png of all the counties and use MS Paint?
If not using windows, should be able to use GIMP or a few other free programs.

Look up free GIS software. There will be map layers for zip codes and you can probably copy that to a custom layer for your needs. I’m not an expert, but I used similar software years ago.
