Iphone mail settings for Charter

I can receive email on my iphone but cant send email using the mail app. I have charter email address.
Anyone having same issue and found a fix?
All settings are correct.
Using IMAP/mobile.charter.net/port 993 incoming/port587 outgoing.

Are you seeing the outbox when you try and send? If so try going to:
settings -> mail -> accounts -> [your charter email] -> account -> outgoing Mail server
and renter your password. If that works You’re done. If not adjust your outgoing settings. You can find those from your ISP. You might also find them at Apple Mail Settings Lookup

I was not aware of the apple link to check.
My provider had me using 587 as outgoing.

The problem is it only works when I'm on Charter WIFI.

I receive on cellular data with no issues.
Nothing is in the outbox or showing in sent while on cellular data. When I turn on wifi, I get the emails.
