iPhone/IPad text issue help

I have text turned off on my iPad. But when I’m on my iPad my text won’t make a sound on my iPhone. It is almost like the iPhone thinks I am getting alerts on my iPad so the notification is silent. Anyone know how to set it where my iPhone won’t notify me silently when my iPad is being used?

Can you rephrase this? Although I've started drinking already, I don't get what the hell things like this mean:

So my iPhone is on loud. I get a text. When I am using my iPad, Instead of notifying me with the text tone my iPhone, it pops the notification without making a sound. As if my phone is on silent mode.
It’s like my phone thinks I am being notified on my iPad so it doesn’t make the sound. Exactly how you get a notification on your watch, your phone doesn’t make a sound for that notification.
I would like my phone to notify me normally even though I am on my iPad. I have iPad iMessage notifications off.
