I want to create a shortcut that can open a file in the non-default program.

I want to create a shortcut that can open a file in the non-default program for that file type.
I'm trying to insert shortcuts into a pdf of a plot plan, and have these shortcuts link to a photosphere that will open in a 360 panoramic photo viewer, rather than the default windows photo viewer, which just expands the photosphere into a distorted 2d image.
Does anyone know if this is possible? I don't want to set default to the 3d viewer, because it's kind of clunky for normal photos and this will be a shared file, so others would have to switch their default as well.
Does anyone know if what i'm describing is possible?
Alternatively, is it possible to associate a specific file with a program (not a file type, but a specific file)?

What opens in photo viewer on your computer, might not open in photo viewer on someone elses.

I understand that. That's the premise of the post. I want to be able to define the program opening the file when the link/shortcut is opened.

This sort of assumes that the program in question supports opening a file on command line, but in general this should work. Create a generic shortcut, then right click and choose Properties. In the "Target:" box, insert the full path of the program that you want to open the file with, a space, and then the full path of the file to be opened by the program. Remove the contents of the "Start in:" box.
For example, I created a desktop shortcut to notepad.exe, opened properties, and changed Target to include to a test bmp file I also created on the desktop. So in the Target: box, I have
C:\Windows\System32\notepad.exe C:\Users\13372\Desktop\1.bmp
This opens the BMP file within notepad even though notepad is definitely not the default app for BMP files.

Thank you for your help.
I ran into another problem. The target is an application. If I create a generic shortcut, that doesn't work because I get the message "The name "Application name" specified in the Target box is not valid. Make sure the path and file name are correct." I suspect this is because the shortcut is has "File" in the target type when it should be "Application" but i can't change it.
I'm able to create a shortcut to the application by using run to get to the shell:AppsFolder and send a link to the desktop from there. But when I do that, the target line of the shortcut is grayed out and i can't add a file to open with the app.

From a pdf though? I mean you can easily do from a shortcut on the desktop.

Correct. I'm inserting the shortcut into the pdf. as a movable item overlayed on the plot plan. That then opens the corresponding photosphere for that location. Like a knock-off google maps.

I'm shocked pdf's will let you open a random executable. Yikes.

PDFs are alot more dangerous than that. You can embed Javascript in a PDF that you would never know even ran.
