Hotspot Questions - Best route to go?

My wife recently started a new job working from home so that she can take the kids to activities and such. She needs a hotspot to be able to work on her computer while sitting at dance or baseball practice. No need to handle video streaming or anything of that nature, just a web based program and email. Our current cell plan does not allow our phones to hotspot.

What is the best route to go for getting a hotspot? Go through a cell company, change our cell plan to be able to do so with her phone, or buy a hotspot and a prepaid SIM card from a BestBuy type place? Or is there another that I am unaware of?
