Excel - Pic embedding

I googled my way into figuring out how to embed a pic into a cell. But what I can't figure out is how to make the pic fit into the cell, then expand cell if pic is needed to be expanded for detail.
No, embedded sharepoint links won't work for my need which is the obvious answer.

This is the oddest Excel request. And seems very inefficient to use and maintain.
Why not just embed each picture on its own worksheet and have a master sheet that links to each picture?

google sheets actually has a "=image(link)" formula you could use. excel doesn't have it though.
