Do we have any business phone gurus here?

Right now I have my standard cell phone number and my local business line (google voice). I'm trying to add a 1-800 number for a national website and want a similar service to google voice where if I get a call, I can answer it on my cell phone, but if I don't answer, the caller receives my pre-recorded message for that specific business line. Any idea how I can do this?
