Does anyone know why some condos or a lot in Louisiana would not have AT&T Fiber availability ?

Probably bad condo associations if we’re talking large buildings. Ask them about it. They should have an answer.
A lot of condos work as fiber to the node where up to 10 units share an ONT. used to be over twisted pair(U-verse) but now over 1g and 10g Ethernet. This saves a lot of cost but if someone on your node already has a multi-gig plan, you may be limited to a 1gbps plan as that is just the most common hardware setup. I know people that have their own ONTs in their apartments also though.

Because they don't want to pay AT&T to run the fiber there. It's a simple as that
