Best small laptop in the $200-$400 range?

Picked up an HP Stream 11 and it would probably suffice to what I'm looking for if not for the grainy/non-glossy screen.
will mainly be used for light netflix/streaming use along with very light email/microsoft office use. will go days without being used, hence the reason to keep the price low. want to keep it 11-12.5" or so screen size

Just picked this Samsung Chromebook up from Best Buy for $299 for my mother in law. She just surfs the internet so it seems to work great for her.
ETA: I guess 15.6" may not be considered "small" but its lightweight and thin.
