Apple Music free with new phone offer

Does this apply to existing accounts that already have Apple Music and upgrade to a new iPhone? Or just first time Apple Music users with the new phone?
My 15 year old has Apple Music already but she thinks she’s supposed to get 6 months free since she got a new phone, but I don’t see online where it specifies if that offer is only for new AM users or existing users that bought a new device

If you have Verizon, try their Apple One Unlimited plan. That’s for current customers.

If she has a .edu email address you can get it for $5 a month. They were giving away some beats ear buds but that was for new subscribers...
