Any GMRS nerds around here?

Looking to possibly get into it as a hobby. Currently have a Baofeng BF-F8HP handheld HAM radio but apparently you're not supposed to transmit to GMRS channels from it for some reason. Looking for a rec for a handheld and possibly a mobile unit for under $200. Also, I've been trying to get a GMRS license for a week but apparently the FCC website is down. Anyone know anything about that?
