USL vs MLS format and future

Pardon my ignorance on the matter, I did not grow up a soccer fan but recently moved to a city with a good USL team and have gotten into their success. I have a few questions that maybe some can answer on here. I am vaguely familiar with the Premier format where lower tier league teams have an opportunity to move into the premier league and lower premier teams go back down to the lower tier. Is this a format being considered for the USL and MLS? If so, would it work the same way? If not, why? Seems like a great formula to keep competition at its highest through out the ranks.

The USL just reorganized itself to be the USL Championship, USL League One, and USL League Two. I think they did so as a prelude to having promotion/relegation in the future.

USL is probably a minimum of 5 years away from considering this. MLS won't consider it until USL can prove it will work without half of the owners backing out after being relegated.
