UEFA - Deflecting the criticism to Eastern Europe?

I'm certain of two things...
1. The Spanish people are hate mongers.
2. Spain is UEFA's favorite son.
Does anyone else feel like UEFA selected the Ukraine and Poland as hosts to deflect attention away from the constant and belligerent race fueled incidents in Spanish football?
