Question RE: Readiness of Substitutes to enter the match

Why are soccer substitutes NEVER ready to enter the game? I'm not talking about being warmed up. I'm talking about having their full uniform on, ankles taped, socks on, shoes on and laces tied. We just saw Diskerud shitting with his uniform.
In the EPL, I've seen guys not have one piece of their uniform on, and it takes them 5 minutes to get dressed. I understand it's cold in the winter in England, but can't you have your uniform on under your warm up suit?
It just seems like a useless waste of time to me.

No reason, just a dramatic sport. Something "sacred" about the uniform and only putting it on while actually playing. Same goes with everything else.

You have something like 8 players on the bench and only 3 can be used. You generally have about 10-15 minutes to warm up before you sub in so there's not hurry. There's not much a reason to be fully dressed at this level.

Right, there is a "soft" reason why they aren't fully dressed, but no real fundamental reason, just tradition and culture of the game.

Sacred as in you don't just show up to the field wearing your jersey and warm up for an hour in your jersey. You put a fresh, clean jersey on during the moments leading up to kickoff.
