It is an opportunity for the Rs to stop being so focused on legislating morality and snag some of these voters.
I think you are correct. R's need to grow or evolve or think about their priorities as we move forward. Until recently I've heard Republicans pining for the days of Reagan. That was a long time ago. It's time to move ahead.

If voter fraud is corrected it will be proven these "shifts" are false.
I don't think that regular, middle of the country folks understand how their votes are being diluted by entire organizations whose sole job is to harvest votes for the Democratic Party. And by "job" I mean they get paid to do it.
2016 wasn't even a close election, but these harvested votes make it seem much closer, for example. For legitimate votes, it was probably right on the 50/50 line in 2016.

Can republicans harvest votes or is that whole schtick strictly the domain of clever democrats?

The modern party largely feels "above" that sort of thing. Any efforts to secure the voting process from harvesting (Voter ID laws, purging the rolls of illegals or dead folks) are typically met by cries of "Voter suppression!" and the like.
I mean, obviously there have been Republican political machines, historically, perhaps most famously in Atlantic City during prohibition.
But, not much post Reagan.
Democrat machines are everywhere, in every major city for sure and most of the smaller cities. That is the core of the vote harvesting infrastructure.
