Why isn't the Boulder attacker being described as a "Colorado man" ?

The media seems remarkably inconsistent here.

The man was currently living in Colorado and had for the past several years, wouldn't that make him a "Colorado man"? Isn't he every bit a "Colorado man" as the recent "Maryland man" was?

I keep seeing him mostly described as an Egyptian national.

It's almost like there was an agenda to paint one foreigner sympathetically and not so much this terrorist.

He’s not getting deported. Not with the federal crimes he committed.
