Unmasking Americans is not just some "department guideline".
The Foreign Intelligence Surveillance Act is law, and it gives specific mandate as to unmasking requirements and procedures.

What I meant was, with the information that has been released so far, the unmasking of Flynn itself is not illegal. The crime would have been the leaking of the classified information obtained through the unmasking.

Flynn was not unmasked in the call with Kysliak which was the subject of his federal case.
We do know, however, that he was unmasked numerous times before and after that call by a large number of administration personnel, many of who had no reasonable business to be unmasking.
The real question is WHY was Flynn being surveilled and investigated by Obama and his people. There is NO valid reason. The proof of their dirty business has been reported.
It’s maddening that some fools are still trying to defend the crimes of Obama and his minions.

That's why it's absolutely bullshite that nobody has been charged and perp-walked yet.
This is a beyond clear violation of the 4th Amendment.
The people who unmasked him can run around all they like and suggest they did it on the predicate of "Investigating Russia-Trump team possible collusion", but we now know that all that was not only baseless, but they had first-hand prior knowledge that it had zero validity/credibility, and in fact, some of them were in cahoots with fabricating/manufacturing the false narrative.
They knew the Dossier was bought and paid for unsubstantiated Clinton opposition research, supplied by Russians and foreign actors.
They even leaked parts of it to Yahoo News/Michael Isikoff to manufacture fake corroboration (circular sourcing). Which goes to intent to defraud and criminal conspiracy.
And let's not even really go into all the FISA warrant bullshite where they ran a honey-pot push/pull scheme/trap on Carter Page and George PapaD.
Susan Power, alone, had over 290 unmasking requests in a 3-month span.
Obama penned executive order 13764 as his last official piece of Presidential business 3 days before Trump's inauguration, which amended EO 12333, which was the EO that stated the rules for dispersing and sharing FISA collected communications among intelligence agencies and departments, expanding access to hundreds of new potential people who wouldn't have otherwise had access prior to this.
They fricking knew it was all lies and bullshite, and they repeatedly infringed on the 4th Amendment and committed felony illegal spying on Americans.
There's no freaking way what they did can't be against the law and illegal as hell.

It’s funny Bc this entire Flynn call to Russia was Bc Jared Kushner told him to call Russia to get support for Israel At the UN. That’s the root of the matter
