Voter Turnout Questions. Can Anything Be Done To Help?

Seems like we would all want to show up to vote for those people deciding our lives locally, but the numbers always prove differently. Each and every National vs County/Parish election, it's a landslide which day sees the higher turnout. Example:
November 2019 vs 2020, Lafayette Parish
Lafayette Parish has 150,000+ registered voters. 113,000 voted in 2020 for POTUS, but only 66,000 in 2019 for Mayor/Locals. What can be done? Is Orleans Parish similar?...
