Almost every immigration problem we have currently is a result of Spanish rule past. Emigration to Spain and a tax are in order.

They would still get the benefit of NATO. Russia (who nato is supposed to stop) would have to go through many other countries to get to Spain.
Its like why Canada has a smaller army than there are hunters in Wisconsin. They know big brother wont allow anyone to attack them and then setup bases there.
