But you don't need Democrats to get to the talking filibuster You need 51 Senators and a will. If Trump wasn't so consumed with foreign policy he could set the legislative agenda and take some of the Senators to the woodshed and/or broker deals, just like Presidents in the past have. That is how real, long-term, and fundamental change happens in this country - not by EOs. Use the bully pulpit, get in the trenches and fight for legislation.
He does not operate that way, so Thune sets the agenda with hardly a peep from the Presdient.
