I think the correct quote here is the FED wishes they could control M2 like that. In reality, they can't control what people do and money can flow between all of the M's without FED intervention.

Case and point is the huge amount of unprecedented QE that not only took place in the US but all over the world and the only slight uptick in the trend of M2 as a result.
