If one wants to better understand the legality of the recent drug boat twice hit by missiles, the below video explains it well.

Basically, the mission was to destroy the boat. Whether or not there were survivors had no impact on the mission goal. Any survivors from the initial strike simply become collateral damage if a 2nd strike is necessary.
