I think sovereign immunity in Georgia would be a difficult hurdle for the plaintiff.

And, by the way, you haven't already paid for your service. You get billed for electricity you have already consumed. Everyone knows you don't fricking pay for consumption of electricity in advance.

You don't even have your own electric service in your name, do you? Still living with your parents?
