Probably not much.
That's the honest truth.
First of all, SFP is probably right. It probably takes Congress to make this stick legally, so probably what you're seeing is the equivalent of Dean Wormer putting Delta House on "Double Secret Probation."
Second of all, there is no organized structure for ANTIFA. There's no president or vice president or sergeant at arms. There's no official membership. So proving that someone is a member is going to be difficult (unless someone is so stupid so as to leave their own evidence.)
If Congress got behind this what it could mean is anything from prosecuting people who show up at protests as terrorists (if they could prove affiliation) to investigating people like Soros for funding terrorism.
