And consider this- the same principle applies to state and local economies, and a whole lot of businesses. Nothing in this world is built to survive a continued, long shutdown. That's why embargos work.
It wasn't glamorous, but being able to define who would reopen and who would shut down will be a huge factor. There's probably going to be a lot of expected Biden supporters who do the math, and say "we can't do this".
