Changes made from House version:

Can't carry while drunk
Dept of Public Safety provides a free online class for firearm training safety course
Increased penalties for felons that carry.

I'm cool with constitutional carry. Some level of competency with a handgun is something everyone should aspire to have before carrying though. The CCL class they required before this didn't really move the needle to have someone competent at handling a firearm but the course and my instructor did a good job at describing the accountability you inherit when carrying and did a good job of explaining the case law behind when it is lawful to use and when it is not.

Very true. Not too much knowledge gained in 8hrs. But we were solicited for conceal carry insurance.

That was my exact experience as well. They made it clear the class was not intended to teach you how to handle/shoot your pistol. It was all about the law side of it. The When, Where, Why to carrying; expectations and interactions with law enforcement; de-escalation and matching force with force. There is a shooting proficiency portion that anyone with a little practice can pass easily.

I don't agree with having to pay to have the right/privilege to carry a firearm. With that said, I'd still be in favor of mandating a class be passed first. It could be offered by the local sheriff's department using tax dollars already allotted for out reach programs. Then people wouldn't have the argument that it's another tax/fee to exercise their right.

You'd have to carry an object for proof, or permit. That's a permit. You are permitted, if..
