He does. However, according to Minnesota law he was not legally carrying at the time. He did not have his identification and he did not have his concealed carry permit on his person. So, it is a moot point. He created the conditions for his own demise.

Having a conceal carry does not make you above the law. It doesn't give you a "I can legally carry this firearm where ever I wish and LEO can not touch me" card. You still must follow THE LAW.
