For the same reason that Michael Flynn was charged with breaking the Logan Act and nothing will be done to John Kerry.
For the same reason that Kristian Saucier was prosecuted for taking top secret photos of a submarine, but Hillary is a free woman after leaking classified information to our enemies over an unsecured server.

What he does in the open without repercussions becomes even more confusing when the FBI indicts people for putting untrue things on the internet.
