No he didn’t. In the Seven Days’ Campaign he lost 20,000 men to the Union army’s 15,000. He did very well at the Battle of Second Manassas where he lost 9,000 men to the Union’s 14,000 but then lost a third of his army (over 12,000 men) in the Maryland Campaign while the Army of the Potomac lost something like 15,000 men in the campaign.
At Fredericksburg he lost 6,000 to the Union’s 13,000 before losing 13,000 men to the Union’s 17,000 at Chancellorsville. And then he lost over 30,000 men to the Union’s 27,000 in the Gettysburg Campaign.
His losses were staggering throughout 1862-63 and, despite winning a string of tactical victories at great cost, he failed to move the needle in the Confederacy’s direction.

Even if you take out Grant and the Overland, what he was able to accomplish out west essentially sealed Lee and the Confederacy's fate. His armies decisively controlled the Mississippi, couple that with Farragut at NO. And Mobile, the add that he also had control of the Tennessee and Cumberland Rivers....and had unleashed Sherman into GA and took Savanah.
The War was over by then. What happened in N. VA was clean up.....messy clean up but Lee is effectively screwed by November of 1864.
I would argue that the war was over after Shiloh and the capture of New Orleans. Strategically if your enemy can deposit 60K+ men and material into what is the center of your country and do so rather easily, if I'm Jefferson Davis, I call Lincoln and beg forgiveness and ask for terms.
