Can the govenor issue an executive order for our state to initiate the Louisiana National Guard to the cities with crime issues on his own without going to the President for approval.

Does the state pay for them under the governor scenario and the feds pay with the presidential order?

Title 32 (state duty) versus Title 10 (federal duty).
It is that simple. Who is paying for it?

It is my understanding that the governor does not need the approval of the president to mobilize and utilize the state's National Guard units. Insofar as the National Guard is concerned, the governor of the state is the Commander-in-Chief unless those National Guard units have been called by the president for federal deployment.
