Sounds like the offer is a 3-week temporary end to the shutdown with a wall down payment.

That is what I think is a wall downpayment because it was reported by Chad that Trump will not bend on this. But...CBS saying Trump maybe got scared because of Stone...

To everyone freaking out if there's no wall funding attached to this, it shows he's being flexible and open to negotiation. If on Feb 15 when the potential CR expires, then he can say he made every available effort to be reasonable with the lib filth and just declare the emergency.
