Boston and Ferguson should have shown us that the 1033 transfer program is an abomination and should be ended immediately.

Outside of the larger cities, anything that cannot be handled by the community (up to Parish/County) officers with ordinary gear (body armor, pistols, shotguns) and a small (8 to 12) tactical response team, should be handled by the state or federal authorities, as applicable.

When the only tool you have is a hammer, everything tends to look like a nail. Military equipment in local law enforcement hands is just asking for super high speed equipment being used to serve low risk warrants ("for officer safety") and puts regular citizens at risk.

I can see the value of a police force in having an armored vehicle for a SWAT team, but these MRAPs are horrible vehicles unless you have a legitimate threat from land mines and improvised explosive devices. They are cumbersome, lack mobility in urban areas, lack mobility in rural areas, are difficult for personnel to exit from and enter, and are expensive to maintain. Any police chief or sherif, who supports getting one of these things, competence should be questioned.
