Out of state money in state races

Would it be a good or bad thing to limit contributions to congress and senate races to people living only in the state?

Would be hard to enforce but probably a good idea.

Bad. Other states' senators impact me and while I'm a republican and therefore can't vote in other states' elections, I'd like to have some influence.

How would you even be able to track it, given the nature of SuperPACs?
