I think that's generous.

But its pure favoritism, and there are tradeoffs. The Auto industry is feeling the stress of the tariffs, as will the American consumer.

It's crony capitalism.

I read an article (sorry don't remember where) that said that with the dollar being so strong against the yuan, American importers can buy more from the Chinese and that our trade deficit with China has grown because of this. Any additionals tariffs would simply increase the costs to American consumers, who by the way pay all the taxes that are being levied.
