Everyone knows this is a war. The goal is regime change no matter what BS lines they spout. But it isn't a war. 
I don't appreciate the spin being used by the admin. At best it is insulting to everyone's intelligence to claim otherwise. We can see with our eyes what is happening not only in Iran but all over the ME. A declaration isn't going to change a thing at this point with how we're doing things or what we're trying to accomplish. Nor will it change how others are viewing it.
I wouldn't rule it out at this point. Trump & Hegseth have been very careful with their language in order to keep it open as an option. Now that could be done to keep Iran off balance, or because it is being planned on. I think they're taking the right approach when asked about it. You don't rule things out publicly.

Tell me why your “legal standard” even matters?
Perhaps so you can continue to claim that Trump didn’t start any wars?

Maybe? As of now the Iranian Leadership and their Military Command is dead while Trump continues to pound them into the dust and are not letting up.
