Lawsuits against organizations that get permits that lead to riots

I wonder if you are having a protest most cities require you to get a permit. These organizations claim that they are peaceful and I believe there are some that are peaceful protestors but these anarchists also riot during the protests. How do you hold these groups responsible if they have rioters? Can business owners sue these organizations for the destruction of their businesses? These organizations should be held responsible in my opinion. The irony is these organizations mainly BLM are proactive and suing the police departments in cities where the police engaged protestors. When does a protest classify as a riot?
