But he's right. And ISIS had plenty of attacks during Trump's presidency. People didn't hear about them because they didn't want to hear about them. As far as I'm aware, the US withdrawal from Iraq has yet to begin too, with only a few bases transferred. It could easily be reversed, as the Iraqi security apparatus is reluctant to have the US leave completely.
