Is our fight really with China or the WTO?

Seems as though the WTO knowns there are issues with the way China deals with trade, the Euros seem to know. China's induction into the WTO was supposed to curb their trade practices.

the wto adjudicates disputes, they don't police governments
if there's a "fight", it's with any government getting in the way of trade between people and/or firms
